This is not proper Bible study conclusion. For humans to make an allowance along with conditions that appear to go along with the Bible is as bad as King Saul told to kill all of the Amalekites and livestock (1 Samuel 15:3) yet justified bringing back the king alive and the best of the livestock (1 Samuel 15:9). Samuel reminded King Saul that he did not do exactly as told (1 Samuel 15:22-23), and so it is with the allowance here.
