How does one outlaw suicide? If caught killing one's self, they lose their property? The government punishes relatives? The person committing suicide does not care about those things. There is but one thing that can end the thought of suicide -- conversion. "Honour all [men]. Love the brotherhood. Fear God. Honour the king" (1 Peter 2:17).
