When a priest, a rabbi, or other religious person (this not the beginning of a joke although it is) can grant dispensations, it makes the religion of the true God nothing more than a human creation. Individually, we ought to know what the rules are. Even Jesus taught certain exceptions like emergency healing on the Sabbath, tending to the needs of an animal, and more. So, do you turn to a human for permission to break God's rules, or do you have that personal relationship that knows when a true exception (not exaggeration) is permitted?
